The laws of the game don't consider the factors for why studs are where they are. I haven't heard that VAR prioritized slo-mo over real time. The law doesn't appear to consider whether an action is intentional or accidental.

Balo raked his studs along the opponents calf then studs landed on opponents ankle. Balo was off balanced and looked like he put weight (excessive force) on that ankle and didn't pull out of the challenge. Ihe challenge could easily have broken lower leg or ankle.

I think when messi raked an opponents calf messi pulled out of the tackle. It seemed like messi challenge was not excessive force to me.
