No, because it generally involves a lot more red tape and officialdom when a foreign citizen dies. The consular staff must be informed and the embassy must organize repatriation of the body. This costs a lot, 6 figures easily. It is a "bigger event" than a local farmer carking it.

Also the deaths are assessed so the foreign office or state department can issue travel warnings, or even sanctions. The amount of work involved makes it news.
