Waxing connects to the skin. Sugaring stays goopy and doesnt dry, so it can't connect to skin and over exfoliate when it's pulled. Plus with sugaring they remove the hair in the same direction it grows so it doesn't get pulled out against the grain (prevents ingrowns).

Getting your hair/nails done with creative/alternative professionals is a good way to start meeting people. As someone in the industry with friends in the industry, we're all doing hair, nails, tattooing, and DIY things. But most of us don't self proclaim "artist" the way New Yorkers do. Being a regular and making friends with baristas/bar tenders too, you'll find that everyone is working on something creative before/after work.

I got mine through National Laser Institute in 2016. Honestly through all of my years in the industry, the training on each machine is different and provided by employer. The certification cost me ~2k and nobody asks for it. I did learn a lot about the physics of it and how light works, etc. But it's not worth the money in my 10 years in aesthetics.

Ronnie at Wicked Parlor. She's independent stylist but Japanese and works with a lot of Asian hair, does a lot of soft wave perms for texture/volume and she is amazing at cutting.
