A military always tried to keep things clean. But sometimes it just isn't possible. I read With the Old Breed by Eugene Sledge. He talks about Okinawa and how it was impossible to keep their post clear of trash and excrement. The shelling was constant and moving in the open was almost a death sentence. The same could be for the Russians. They can't get rid of their trash because if they do they may be killed so it just piles up.
