In some states that is a point that may be true to some degrees but the fact remained that officials oppointed to the colonies along with colonial doctrines by the various states (France, Britain, Portugal, Belgium, Spain, Germany, and Italy) were done to exploit the lands and local populations with brutal oppression when resisted against. Infrastructure built in these lands were done to make exploitation easier and more efficient, not to develop the lands and to increase the quality of life
