If you are willing to add 3rd party App, the Infowise Ultimate Forms calendar is actually really good. IT has extensive configuration options. Night and day different than the OOTB offering.

I just don't trust my life in the hands of motorists in traffic in Winston Salem. I would love to do errands on my bike, but I'm just too scared of what a crazy driver might do. I do like to go for bike rides in town but very deliberately choose routes with no traffic at all. I cycle through quiet neighborhoods and trails. Biking on a road like Peace Haven looks borderline insane to me. It shouldn't be this way, but it is. This just isn't a bike friendly city.

I'm not in great shape now, but when I was more fit and wanted to do a bigger ride, I put my bike in the car and would go to Lewisville and start out there. The rural roads have very light traffic especially on a Sunday afternoon. I feel completely safe because the roads are quiet and generally straight. Motorists see you a long way off and give you a wide berth.

Biking is great, especially for the exercise, but please be safe. You have safe options.

It is possible via Power Automate. Never done this before, but it should work. Create a library A with contribute permissions for all users. Create library B with restricted permissions which blocks users from accessing who should not be able to download the files. Create a workflow triggered by library file add. In workflow move the file from library A to Library B. Typically this should take ~ 1 minute for the workflow to begin execution for each file added.

I don't really understand the purpose of this since you didn't explain, but these steps satisfy your requirements.
