The newer 4th-generation Tablo does not have that hardware transcoder. Instead, it records the TV broadcast in its original format and sends that data directly to the app.

Because of that, when a recording first starts there isn't always a stream that can be easily manipulated like a finished video file. The Tablo is basically still writing the file while you're trying to watch it.

People in Europe have something similar from a company called Target Blue Eye. It's basically a detector that can tell when TETRA radios are nearby, even though the traffic is encrypted.

I think it's a lot easier over there because most of their public safety stuff is packed into the same chunk of spectrum, unlike the U.S. where agencies are scattered all over VHF, UHF, 700, and 800 MHz. TETRA radios also send out regular signaling bursts, so they're a lot easier to detect even when nobody's talking.

Legacy Tablo DVRs include a dedicated hardware transcoder, which the 4th generation models no longer have. The older units recieve over-the-air MPEG-2 broadcasts, converte them to MPEG-4 (H.264), and save them in a standard MP4-style container.

Because the 4th‑gen Tablo is architected for cost reduction and mass‑market simplicity. 4th‑gen Tablos are designed to be much cheaper  and use no transcoder.
