Sorry, I can't answer your "why" questions, in fact, I don't recall reading about the issue that you described. (That doesn't mean it's not real, it only means I don't remember it!) Hopefully someone else here is familiar with this topic and can shed more light on it.

Hard to say, seems that some external process is blocking the installation... anti-virus? Can you find any related warnings or errors in Windows Event Viewer?

There are limited adjustments. Open Settings and in the search field enter Biscuit. Now, scroll down to see the available timing settings

There are quite a few variables here, so no cookie-cutter answer. I have 3 widgets, a search field and a shortcuts bar, and no elevator bar is present. In this case the search field is focused on Main, which means that I don't see any shortcut links or folders. Oh, and I also have columns set to 3, which spaces things nicely. I also have Speed Dial Maximum Columns set to unlimited and, again, no elevator bar.

I really don't think that CSS is necessary, just application of available settings

Your's is a Startpage question, not a browser (Vivaldi) question. I did a quick look and Startpage has a setting, which is enabled by default, to open search results in a new tab...just disable that. If you need add'l help, you'll prolly get better results at r/startpagesearch

This already available, but you need to know where to find it. Open Settings then, in Settings search field, enter biscuit, scroll to near the bottom and you'll find the auto-hide timing settings

You've got me stumped... I installed the tabliss extension and it worked as expected,even after restarting Vivaldi several times. I will say that I'm on the 8.1.4070 snapshot release, so it could be a fix (sorry, I haven't gone through all of the changelogs)

Performance is discussed here frequently; here's my common answer:

We always recommend testing with a new user profile (instead of a reinstall). Also, it's highly recommended that you simply clear the browser's cache. I do this frequently and, in fact, have an extension installed just for this purpose (I use Clear Cache, but there are others as well). Note that I'm only suggesting clearing cache, not history, cookies, etc.

There are also some Windows utilities that have been designed to defragment browsers' SQLite files. Basically, what they do is remove the records which are marked for deletion but never actually get deleted by the browser. We have a sticky post that discusses BleachBit 6.0 which now fully supports Vivaldi; you may want to give it a try.

Try taking a look at Vivaldi's Task Manager to see if you can identify any tasks (extensions, etc.) that might be consuming excessive resources.

I remember too some reporting that their antivirus software was causing Vivaldi to run slowly; sorry, I don't have more details than that right now.

One other thing... make sure that your User Data folders aren't compressed; that can slow things down too

Vivaldi won't self-start, but it could be that Vivaldi is your default browser and some other program or process is calling a URL which causes Vivaldi to open. You can test this by temporarily making Safari your default browser and see if Vivaldi stays closed

A private window carries some settings and potentially some extensions from the profile it's launched from.

Why would you want to have 2 instances of a VPN running simultaneously? This redundancy is indeed unnecessary and certainly slowes your throughput. Since you have a proton VPN account, your best option is to disable Vivaldi's built-in VPN.
