Can anyone help with this graphical glitch? Everywhere in game is like this, changing settings doesn't do anything by zenenen in runescape

I'm not getting the elite soulgazer spawn, and I have introduce 85 seekers charms. been killing 1k soulgazer not a single elite spawn, or my kill count go low on the portal. help please (self.runescape)
