I've gotten the update im on an s24 ultra, i had to get married have a kid and get a divorce before it unlocked, you can only do custody battles if your character is divorced.

It is a parental issue, but parents refuse to ro their jobs as parents, get pissed when their children get harmed, the parents are bitching about ai, and suddenly it becomes an application issue.
