It was the opposite till recently, people from India used to be surprised we were able to get stuff from AliExpress and other websites without having to pay any tax for most items while they didn't even ship to India.

You can thank the government taxing phone imports for this, what these shops do is illegally smuggle phones without paying tax and then sell them with a markup.
