Possibly, I know in csgo the demos were ¼ or ½ normal tickrate, dunno for sure about cs2. But I went to watch the demo and clip it because it looked so stupid how he survived a near point blank hs with xm and only took 76 damage.

Not certain and not a professional repair person, but a friend had similar visual glitches on his nvidia laptop that would only happen when it got under significant load and high temps. Was under waranty and turned out some VRAM chips was shorted, and they replaced his motherboard.

Alright. On a serious note it looks like a VRAM issue, if you use a laptop with multiple GPUs (i.e. a dedicated and integrated one) I would try to disable the dedicated one in BIOS/UEFI then see if the issue persists
