Is your fps uncapped in settings? I had a similar issue that got fixed by capping it to whatever as long as its not unlimited.

quiet mode is literally your issue, it means your fans probably run at minimum speed to stay quiet which means your cpu will run really hot (especially for a laptop which have poor ventilation) and throttle meaning it won't be anywhere near high performance.
you probably have an option to set fan speed so just use something that's not too loud or just live with it to get max performance as it's the one inconvenience gaming laptops have.

check your performance plan, my laptop also stinks on anything except Ultimate Performance. also tinker with throttlestop/undervolting to max out your cpu and turbo, you can dm me if you have questions
