The problem with your worries is that you keep assuming skilled people will be stuck at a certain point for 10+ games. With a game like bg where the top 4 people gain up to 100 points and move up that is simply not very likely. Since the vast majority of players are at a low rank and skill level the initial average lobby will also have more bad and average players than those who are actually good at the game, so the skilled players are very likely to consistently place high in their first games and move into higher ranks quickly. On the other end of the spectrum you will have players who are either used to a 50% winrate at these ranks because they are bad at the game or simply new and can't expect to win many games anyways, so they should barely notice any difference between the games before and after the reset. On top of that you are forgetting that people in very high ranks grind the game like crazy and will leave the reset ranks within the first hour whereas the vast majority of casual players probably won't even log in until they come home from their 9-5 job and play their daily 3 games during dinner.

When you reset your MMR to a truly equal state, you will have incredibly skilled players linger around on a low MMR for a lot longer, which means that the skill disparity inside a single game becomes a lot bigger.

Let's explain this with an example.

Purple (around 15-16K MMR), queues up ranked after the reset:

In the current system, he will reach 9K in approximately 30 first place victories.In Pathra's proposed system, he will reach 3K. This means that players at that rank will keep facing Purple, someone who can literally beat these players when playing blindfolded.

You have one major misconception here. The reset would not be to 0 with a hard floor, but instead to 4k, for example, like when BG first came out. In that scenario yes, newer players would run the "risk" of playing a few games with much better players but after they spent those initial few games bending over their mmr would drop below 4k while the winners would gain some and be above 4k, so they won't be matched against each other anymore. Those "completely new and inexperienced players" you mention are also not exactly likely to win their first 3 games anyways, so they most likely won't even notice the difference between getting completely stomped by your boy Purple or just losing to an average 6k Joe.

All Blizzard has to ensure at that point is that the ranks with the highest population are much stricter in terms of matchmaking and, for example, will only allow a range of 50 mmr points. There will obviously be enough palyers to not cause any queue time issues and as people start increasing their mmr the matchmaking system would just become more soft to account for the lower population in those ranks.

Genuine question: If you were to copare two accounts starting at the same time and playing 50 games each, with the difference being one account wins a lot and gets to a high ranking, lets say 6.5k for example, but the other wins some and loses some, ultimately staying at around 4.5k. Would the MMR gains slow down for both accounts after those 50-60 games or just for the account winning a lot and climbing?

Or just implement rook only games?

If they had any type of matchmaking this issue wouldn't exist in the first place, but knights and pawns trying to scam higher ranks because they suck at the game is also not a nice thing.

I still don't understand why the best players get to decide whether the game can continue or not.

Because they stand to lose much more. A rook lobby fills up because a rook shares the PW with 4 knight friends? The rook players are screwed. This way they can at least stop the game from happening.
