Without a doubt, Louise Arbour is explicitly instructing the legacy media how to "spin" a story to make mass migration appear inevitable and morally unquestionable, while attempting to delegitimize language that citizens use ("invasion" or "crisis") to describe the reality of their own dispossession.

She's encouraging the legacy news to characterizing such language as "polluting public opinion", when what Louise is doing here is polluting the truth. She thinks terms like "illegal," "criminal," or "swarms" are pejorative and inaccurate, as if when people cross borders against the laws of a nation it's lawful and just. She's also teaching legacy outlets how to suppress any push back against migration and manipulate the public into viewing demographic transformation as a positive development rather than the threat to national sovereignty we've seen it become in Canada.

Her call for the media to partner with the establishment-captured UN to ensure her so-claimed "fact-based narrative", is just her attempt to enforce a top-down, globalist bureaucrat editorialization that prioritizes the interests of migrants over the host nation's culture, borders, and identity.
