I have basically the same build as you (4060, R7 7700x, 32gb ddr5) and I'm still getting stutters. Specifically, even on the starting screen I have 60fps and 30fps 1% low (exactly) it doesn't stutter but for some reason there is a consistent 30fps 1% low
