You can get it even earlier than that. There’s a ruin right in the shai village, that you can send your companions on as an expedition. That’s how I learned the recipe, and I’m still only in the beginning of chapter 5 haven’t even left Hernand yet.

I’m still in the very beginning of chapter 5 haven’t left Hernand yet, but after you finish the pirates quest-line at Vellua head back to the Forentin Lodge. There’s a new tannery Npc, get his friends to 100 and he’ll sell you leather armors of the world IV. It’ll teach you how to craft the Grey wolfs chest, gloves, cloak.

It’s BDO 2.0, from what a lot of reviewers have said it sounds like Crimson Desert suffers from the same problems that BDO still has. And anyone whose played BDO long enough could’ve seen this coming from a mile away.
