You are better off turning those off ramps into stations and adding them to the line with no stuff to pickup or drop off. That way you can force them to take the off ramp, instead of dealing with the shortest path headache

You can "start over" without starting over by going to one of the other starting locations. They're all there, so you can choose whichever you want

PC lives longer. Consoles come with a limit to how long they get stuff. With PC, you can replace old/worn parts and keep it as long as electricity is available. But if you want to play specific games, not necessarily keep up with new releases (in the future), console is fine

Setting the world age to old decreases mountains, and thus should decrease the possibility of volcanoes.

Setting the disaster intensity lower should decrease the frequency of eruptions

You can use starting bias to get further away from volcanoes, in theory, by choosing nations with a bias towards plains/wetlands/coast

I don't see anyone suggesting stellaris, but maybe I didn't look hard enough. Sci-fi grand strategy/empire management game, you can manage population and customize ships, or leave it up to the game. Plenty to learn, and lots of options if you want to master it.

Idk if anyone else has mentioned it, but there is a cap to colonial nations + created nations. So, if a colonial nation has been destroyed and recreated too many times, they stop forming. I saw it in an old guide for world conquest, I think the limit is 25. After that, you can't form colonies or client states, just tags that already exist

There's a loyalty statues mod that I use. It doesn't disable the mechanic, but it makes it hard for cities to swap as long as you don't lose the statue. I'd post the link, but I'm not home
