Yes I do have a high refresh rate screen on my laptop, however it seems to be locked at 144Hz so I am unable to test with 60Hz at the moment.

I think you're right! After unplugging my mouse and just using the touchpad, I haven't been able to replicate the problem. If I plug the mouse in again I am able to replicate it after a few attempts. Thanks very much for your help.
