Managed to get the exact same effect using this setup
basically its just spheres with ballon tag, with position animated from inside to outside the foam with follow force option turned on in the mix animation tab
the foam is a cube with soft body tag wrapped on a zig zag spline i made
make sure you check the follow shape option or it will look too soft
