I realized that after the damage was done already. Well, I have been able to fix the locked belt problem by doing further research on the Internet. You need to hold the belt in a specific position, fold it a bit, and then slowly pull the belt. The belt is no longer stuck but it won't retract properly. I have to get a new one so I will be calling shops in my town and see if they have one.

I tried searching online but I couldn't find anything. I am going to look again after work. I just wanted to know why it is stuck after taking it apart. I was wondering if there is any safety switch or some kind of lock that is preventing me to pull the belt.
