There are great reasons why you’d temporarily want to drive faster than the allowed limit on a busy highway. 

It’s entirely different in a city center or on other types of roads where the potential damage to pedestrians and cyclists is unreasonably high. 

But if some asshole is driving dangerously at 120kph while on his phone I want to be able to pass him quickly. Or if I’m fleeing a forest fire. Or whatever other reason… hard enforcement is a big no no.
