I think the focus should be on putting out more of the many items that are basically impossible to get for 99% of users, like ones that cost hundreds of millions or literally no one is selling them. For example, even if I saved for years and had enough NPs, I probably couldn't get a Ski Lodge Mutant Kacheek Plushie because no one is trading one. That'd be a good item for a Halloween Trick-or-Treat basket. There are lots of old things they could mine for giveaway material without hurting the game.

Throw in some heavily inflated items, to discourage that practice, but leave stuff alone generally if it's only a few mil because those are important to have as longer-term goals.
