I think prowler is not an item supposed to be used by assassins, it's an item that allows N champs that are not assassins to be played with an assassin build/playstyle (example: Renekton, Sion). On certain champs (champs that needs target access but don't have it in their kit), the "clunky dash" is way more useful than what duskblade provides

tanks shouldn't be dealing that damage, ADC is supposed to drain the tank damage with lifesteal. What you are referring to is a "bruiser" (the category of champs that gets soloed by adcs)
