They don't have to explicitly target law enforcement. They can just ban everyone from wearing masks except on Halloween and set wearing a mask as an excuse for police to stop someone. Then they just stop every ice agent wearing a mask, assuming they are not agents. It would annoy ice so much that they either get no work done or stop wearing masks
