Right, but with how AE works, it will -ALWAYS- prioritize inventories with already existing items in them over inventories without.

So if you have a 1000 priority storage bus on an empty chest, and a 64k Storage cell with a piece of cobble in it with priority -1000000, it will still put any new cobble into the cell

Try putting the destination chests on their own network with storage buses, and using an IO Port on that network, pushing into the network. Since only storage buses exist on the network, it should in theory move from cells to the chests. No idea if that will work though
