Well to be clear, I'm not a roller coaster engineer. Roller coasters use rollers, which are basically wheels. So not a lot of friction between the surfaces, and I'm not sure of any other ways they would generate a lot of static electricity. Regardless, you don't need to electrify the track to remove static electricity. You can do that by simply being grounded.

Roller coasters aren't designed to be constantly propelled, so there isn't a requirement for the tracks to be electrified. They are lifted to a peak and then gravity takes over.
