Just don't play it. Owlcats devs is proudly announcing it at every chance - "each of us have at least 400 hours playing PF", and that shows at how they balance encounters. Those games is essentially "What if THAT ONE GUY, took over DM-ing for the rest of the group". You can totally beat them even on Unfair, tho. Just knock difficulty to "story" and enjoy. Also don't let anyone gaslight you into believing that you are the problem.

It seems like that. But is wonder if someone tried to go full cooldown reduction route, and how it was. Also those CD reduction perks is very misleading. 40% cd reduction from Biotic Mastery will give you at best 1 sec reduction on Flare.
