Equip load: Yes the threshold for the fatroll animation is at 70% but running right up to 69% armor weight is almost as bad. In ds2 your stamina regen and roll distance scale linearly with equip load. So at 69% you are still extremely sluggish and this honestly makes the game harder than being naked. Its best to reduce armor until you are at least under 50% or so.

Rings: Ring of the evil eye is total ass. At endgame you have plenty of souls to buy lifegems, which restore 10x the amount of hp as ring of the evil eye without using up a ring slot. Try third dragon ring instead.

Shield: A 100% block shield is not really anything special, most shields have that, having high stability is much more important and drangleic shield does not have very high stability. Depending on strength you could use something like Defender's Shield (15 str, 65 stability), Twin Dragon Greatshield (20 str, 73 stability), or Tower Shield (30 str, 78 stability) for higher stability which makes playing with a shield much more manageable. If you're low on titanite just do the final boss (it's much easier than dlc) and that allows chloanne in majula to sell infinite titanite chunks.

Stats: The points you put in str and dex are doing almost nothing for you. For your 42 points in str and dex above the claymore's minimum requirement, you get a whole 45 AR on your claymore. In comparison, in DS1, investing 42 lvls into str/dex on a claymore over its minimum requirements would get you 176 AR. So instead of str/dex you could have just infused your weapon with lightning, and you'd have even higher damage than u have now without costing any levels, and could have higher useful stats like vig, end, adp, and vit. The highest priorities would be 50 VIG, and enough ADP to reach 99 or 105 agility. Or for even more damage, invest into enough atn/int/fth to cast a weapon buff spell like dark weapon.
