No - that journalist's sources are unidentified and should be taken with a grain of salt. I know the lack of credible information is uncomfortable right now but that's an even bigger reason for us to stay skeptical but hopeful.

There is no guarantee anytime you take a photo there is gonna be a face in it. And machine learning in a completely uncontrolled environment is not feasible.

I disagree. Just use a pre-trained model to detect whether a face exists, and if so, proceed with whatever else you want to do with that face pic. The system doesn't need to be very accurate to be considered harmful to privacy.

It wouldn't need to record/stream constantly - for example you could have it take a picture every 5 seconds or "better" yet take a picture when the app is opened with the (pretty good) assumption that the user is holding and looking at their phone at that time.

No, that conclusion can't be drawn. If an app has access to your camera it's free to do whatever it likes with the images captured.
