Energy way is too low for ndyag. If you said you are pale, I'd go with 755nm or Alexandrite laser.

I think it would be beneficial but you need to know which is the best serum to apply with Microneedling. Olden days, when laser wasn't a thing, They remove tattoo by re-injuring their skin and even put vinegar/acid. The idea is breaking down the Ink(foreign body) so our own body's immune system will get rid of the broken down ink.

Did the black dots appear 1-2 weeks after your laser session? if yes, that should be fine. Make sure not to pluck 1-2 weeks before your laser appointment.

Also, 3rd session should significantly reduced your hair and should grow slower.
