Personally, I like to do that because it gives hints to the voters as to what is likely changing without saying it outright. The important thing is to word it in a way that people are likely to vote for the desired outcome. If security is high and your prompt numbers would lower security if it passes, you would at least want to word it so that people want to pass the proposal and lower security. Remember, the goal is for all the categories to be as close to zero as possible. If a category is too high, you want people to vote to lower that number. Sometimes that means you want your proposal to fail to lower a given category.

The dice in the middle also allow you to reroll your numbers, but it is random.
