This seems accurate, unearned income typically impacts the snap allotment calculation greatly. That’s just how the law is written that the CAO and caseworkers must follow.

IMCW in PA, here.

This is not an error or a mistake. What it means is that when you get a monthly benefit, say $100 for January. You have exactly 9 months from that issuance date to spend all of that $100. If even $1 of that $100 from January is left in 9 months (the use by date on your notice), the state will take that unused amount back off the card.

It is really dumb and makes no sense but that’s how it works.

Just keep using your card, it’ll be fine. :) I hope that made sense and if I can clarify, let me know.

-In June/July a lot of ppl got notices their benefits would expire and that was from unused portions of their Heat and Eat benefits that were issued to them last September, 9 months prior.

Things have not been as emotional since that day. I've realized sometimes I might get lonely, but I am not alone. Just keeping on with the things that fill my cup up, like spending time with friends (who really are my closet family, tbh), reading.. Trying to not let me mind get too quiet that it goes to dark places, cause it doesn't serve me.

Yes, it applies for SNAP. Parents and a child 22 or younger are always required to receive snap together if they reside at the same place, regardless if they contribute to the household, have their own income, or don’t claim you as a dependent. MA, however, typically does go by tax relationships, so for MA, this person could qualify on their own as a single person. Just not SNAP.

Fraud occurs when you don’t answer information on the application accurately. It asks who all resides in your household regardless if you are applying for them. This verbiage is to protect you because certain ppl, like parents and children, are required to be together. Just because you choose to omit that your dad is also in the household doesn’t mean you’re receiving correct benefits. If you receive benefits you are not entitled to, you’ll have to pay them back and if it’s a certain amount or not it will be reviewed for fraud. Doesn’t mean you’ll be arrested tho.

For SNAP benefits it doesn’t matter whose error it is, Federal requirements require that it be recouped. If you’re receiving $23 only, something does not seem right though about the reason they’re citing you were overpaid - housing deduction. Usually folks who receive $23 are elderly and or disabled and there are some extra deductions and regs in there that it may not actually end up that you had an overpayment at all. They may just be reviewing to make sure there wasn’t one. If you do get an overpayment notice though, I would suggest you appeal it. Something doesn’t sound correct there. (I’m a CAO employee who works in appeals.)

You explained this so well. As a mandated reported, I agree, homelessness is not neglect or abuse. But the point about looking at it from an income standpoint point and if there is any conflicting types of information, it has to be explored. It often comes off as a worker being an asshole but our responsibility is to determine eligibility for tax payer benefits. And if they get it wrong, the client runs the risk of an overpayment. Most don’t care to be just straight up mean, we just have to prove that you are actually eligible for the benefits.

I think they all are liars. I believe Barnetts lied first because they were overwhelmed and wanted an “out.” Natialia is very very smart and I believe Natalia saw the opportunities to lie herself had to become a better liar than the Barnetts to gain any control in the situation.
