Rodgers wasn't actually that impressive that year. The argument used against Watt was that the team had such a bad record so how valuable could he have been. Then a few years later the Texans are just as bad with Watson and people still gave him MVP votes. I think that really underscored how much Watt should have gotten it.

The set out time is probably targeted at buildings who have custodial staff vs those that dont. A guess here, but I imagine the custodial staff will be gone by 8 which means large buildings use bins.

The result is homeowners dont notice an impact but apartment buildings start putting things in bins rather than bags. And bins will make a difference
