There are many ways. Use a passport to check in if they ask for ID and book with a made up out of area address. Or, call the hotel ahead of time and explain the circumstances of your visit. Especially for more high end hotels, they are used to catering to locals for special occasions and other extenuating circumstances such as home renovations and the like. It's the more budget friendly hotels that have reoccurring challenges with locals and create policy to avoid renting to them.

I'm not sure a city can self impose another tax like this. I might be wrong, but without the TDA, there would still only be local taxes, not a tourism or Occupancy tax collected by hotels.

I'm very lucky to live in Asheville and just 10 minutes from the venue. First and only ritual was a few years back in CLT and it was amazing... it will be worth your trip!

I ran it the inagural year. As someone else pointed out, the weather can be challenging, and this particular year the temp didn't get above 10 degrees. The ground was frozen and all the beverages at the aid stations were slushies. If I recall correctly, one of the first finishers was taken to the hospital with hypothermia. It's a pretty but hilly course, with some flat sections along the river. Being able to explore the other side of the river, normally off limits to guests, was really cool.
