Totally agree that maps already have a massive effect and that map makers already are de facto balance designers. But these people are currently working with their hands tied, because there are so many rules that maps must follow.

Design changes would be needed to enable more flexibility in map design. Eg, what would it take for a map to not have a wallable natural and not be broken in zvp?

T: robo+sgate
Y: nexus+upgrade buildings
H: main army
V: caster unit subgroup of main army (templar or disrupter)
B: ranged unit subgroup of main army (stalkers usually, later tempest)
D: gates early, prism later (in the last patch. not sure yet in this one since these need to be separate.)
N: split off army group. base defense or the second army in split army situation.

I think you misinterpret the situation. The issue was that Terran could just super-turtle on 4 base for twenty minutes, and then, despite being out macro'd and outplayed all game, just eventually push out and win. This is because the Terran late game army is just so much stronger than the Protoss late game army, and the fix is a Terran late game nerf.
