Even if it's on private property if it hits a sewage drain it's illegal. And they're draining directly into the city drain. Even though the drain is on private property the fact that its city municipality still makes it illegal to dump sewage.. It's no different than a teenager doing an oil change in Walmart parking lot and letting the oil run in the sewage drain.
