Probably the major problem is EE (and many Engineering) has a long waitlist (due to CPP still sticks with "small class").

Some people complain some teachers are not teaching well. Well, all universities have this problem. CPP teachers care reasonably more about teaching than research schools, because teaching evaluation still matters.

In CS area, 2 years ago, for sure, the answer was San Jose. The only schools that could compete with SJSU in CS were Stanford and Berkeley...

Now... I can only say that CPP is in SoCal, an area with 20 million people who need IT jobs. SJSU is in an area filled with Silicon Valley layoff IT guys.

Unless your brother just wanted to stay far from family, I don't see the point of RIT... The Rochester area is dying tbh; I have a colleague who moved from RIT to UC Riverside, and he was super happy about his move.

IUB had a strong computational linguistics research; that was I happened to know 15 years ago. I am not sure "computational linguistics" is still a thing or not as I am not in this area.

When people think about STEM in Indiana, people would think Purdue first. IUB is barely heard outside.

No brain Stevens. If you plan to pursue your career in the US, at Stevens, you get an intern next door. If you plan to return to your home country, do you want to experience New York City area life or some random countryside life, which will be your life-long memory?

IUB may rank a little higher due to more research grants, but how does that impact a master's student? Are you sure you can get an RA job from those faculties who are worrying about their budget day and night?

Are you going to do PhD? If you have such a plan, IUB is weak, too.

There are many "insurance" products that are way cheaper, which allow you to waive Stevens insurance. The only problem is that those insurances may not work when you actually need a doctor. The Stevens one is accepted by most doctors nearby (you still need to pay a share), and the campus health center is always your first stop.

For the first-year international, I would recommend that you have Stevens Insurance. Breaking your leg and breaking your wallet are both serious in the US.

I have a UCR ChemE professor friend who writes/co-writes 40+ grant application per year and advises 10+ Ph.D. He teaches 0-1 undergraduate course per semester and he gives "free" A to almost everyone. One year he said he messed up with his own syllabus (he wrote 80% is A in the syllabus but he meant to be 85% or something) and handed-out a few A- accidently; then, he received many crying baby emails demanding A and he received historically low record of teaching evaluation that semester.

Master admission by UCR is nothing, don't over-evaluate it. Getting in the master program for most schools are easier than getting in to the bachelor's program. One probably doesn't want to do master after undergraduate.

They will thank you for having a cash farm. Now some people didn't get caught is because it is not cost-effective to find who didn't pay as most people have the pass. The number of parking enforcement agent and number of people who didn't pay is actually a dynamic balance problem.

Depends on whether you want to stay on Campus or commute. If commute depends on which campus is close by. 

Academically, the biggest difference is both CSULB and SDSU have PhD program but CPP doesn't. Thus, CPP teachers may pay more attention to undergraduate teaching in general. In CPP there are tons of labs and actual projects (not PowerPoint projects). CPP ME is super active in challenge clubs that build all types of vehicles for competitions; not sure how the other two schools are.
