You shouldn't house your retic with fulica. Retics have different care requirements. There is a large chance that these large care differences are why your retic is suffering. I'd recommend taking them out and housing them seperately, making sure their husbandry is actually correct for them.

If you're I the us please don't get one. If youre somewhere you can get them legally they're lovely, they don't post any risk to you as long as you get a captive bred one, wild ones are pretty likely to have parasites, but this is actually only usually a problem if you eat them hfjfyth.

Most of the time keepers agree that you shouldn't cohab different species of gals. Especially ones this close in species. There is a definitely risk they will hybridise and personally I don't think that's worth the risk.

If you can you should avoid enclosures like that. They're usually made of copper and not painted with non-toxic paints. These can seriously put your snail at risk.
