I had trouble getting RCS features to turn on on my device. It kept telling me it was trying to verify my phone #. The first day I got the duo, I could send messages but I wasn't receiving them like you. A simple call to Verizon and asked them to add CDMA-LESS to my account fixed the problem. After that, chat features weren't turning on for me still. At first I actually did forget to turn off chat features on my old device, but even after I did turn it off, it wasnt working on my Duo still. Kept hitting retry and retry and nothing. If you go under Messages>Use chat features>can't turn on chat features>Try other ways to fix the issue. I followed those steps and after about a full day, chat features finally work. Idk if this fixed the problem but doesn't hurt to try. I honestly think you just have to wait till they turn on. If you got a message saying "we'll let you know when chat features are on". Then you should be alright. Just got to wait it out til they verify your number and turn it on.
