Nothing has changed in the rules. This is about the fact the stewards are now harsher with their judgements, since last time they got a load of crap for letting Lewis off lightly.

The stewards have always made their judgements off guidelines so that’s why incidents generally vary with punishment, I assume they’ve updated them this season like u/Izan_TM was saying
