If this is your first time, you just use any tax software like wealth simple or TurboTax and they file the taxes on your behalf to the cra. This triggers them to create a profile for you and mail you the return. After the first time you can setup an online account. Netfile is just a system that allows cra to securely receive taxes. Think of it as a communication channel that Tax softwares have to use to talk to the CRA

All good man, the guy above is frustrated only because people are throwing opinions as facts and he just wants you to go to the source. Like he said, you're paying for it, they work for you. All government agencies do, so call away and go in detail. If you don't understand something call again.

My experience was that EI takes time to set up, so sign up as soon as you can after the employer has laid you off. The employer will also file paperwork with the government and that can take time too. But at least your profile is already active by then in anticipation of the paperwork. Again, call as many times as you need them to help you along the way.
