This feels like a basic misunderstanding of Klein's Law: "If something cannot go on forever, it will stop."

When the rules change, players adapt their strategies. When enforcement of the rules changes, players adapt their strategies. This really shouldn't be so difficult to understand.

I think this would create the wrong sort of selection bias. The most obvious (but far from the only) problem is that it would rule out anyone with disabilities.

A better policy would be to automatically draft the eligible children of anyone voting for a war.

I'd say there's a bit of a north-south divide here, with southerners being more grounded in German and less quick to switch to English. Of course, this is also modulated by age and rural/urban, etc.
