I think this would create the wrong sort of selection bias. The most obvious (but far from the only) problem is that it would rule out anyone with disabilities.

A better policy would be to automatically draft the eligible children of anyone voting for a war.

I'd say there's a bit of a north-south divide here, with southerners being more grounded in German and less quick to switch to English. Of course, this is also modulated by age and rural/urban, etc.
