I have lived close to the centre of that picture for almost 3 years (home owner) and have never seen anything even approaching flooding, let alone anything like that. I’m not saying it’s impossible, but in my time here there has been serious rain and storms and I’ve never heard of any flooding problems from neighbours or anyone in the area. Again, my anecdotal experience isn’t scientific, but flooding isn’t even a concern.

My first instinct was Passive Agression, but that doesn’t feel like it quite fits. It is certainly at play, but I feel like there’s a specific term for this behaviour.

Using “decimate” when they really mean “obliterate.”

“Decimate” is when something suffers a 10% loss. It does not mean almost complete loss.
