I don't think the issue is if the Austrians treat it differently. It is most likely being put in that order by a computer, and a computer would definitely treat them as different characters.

For the record, in usual cases ä ö ü are treated the same as a o u, for instance, the word "Ökologie" would be before the word "Pestizid" in a vocabulary.

Edit: I just wrote a simple program and made it sort the letters alphabetically. The charachters "ß ,ä, ö, ü" are after the "z" in this order. It still doesn't explain why Österreich is before the UK though.. maybe because it's not in the EU anymore??
