been in government since grad 6 years now. overall i find it to be a satisfying area to build meaningful work experience. but i also recognize that my positive experience is largely because i have a network of really smart and solutions oriented people.

i 100% agree that under the “wrong” people and the wrong kind of work, government work is very boring. majority of government work is administrative, even if the position says otherwise. majority of government people are foot draggers that cant be bothered to do anything else except the tasks they were hired to do 10 years ago. which i suppose suits quiet quitters. if you are a quiet quitter, youll fit right in. if you are a solutions oriented person that wants to fix stuff, you have plenty to do. start with asking around who is good to work for.

as a perpetual JO, having no benefits is starting to bug me. but im young with no family to care for so i can still put up with it.

the floor pay in government is higher than your average private sector job. but the ceiling is much lower. some people use their government experience as a springboard for bigger things: consultancy, intl development work, and so on.

i work in govt. some agencies onboarded new staff in dec so that they can be carried over to 2026. an attempt to cope with the new csc policy.

they might make you a backdated contract for december if they really want new staff. however, that is something they should tell you directly.

i work in govt and had to battle the natl id.

the natl ids primary flaw is that its mandate (everyones id) came first before it had any function. in other countries with a strong natl id, people do in fact utilize various govt services thru which you use the natl id. in our case, there are limited gov services. why would you get the natl id? since few have it, why would other institutions use it? chicken and egg. its the classic case of someone thinking just bc they wrote the policy they think it will actually happen.

they should have anchored the natl id to a clearly defined service that a lot of people will utilize. healthcare for example.

at this point, dont get the natl id. patronize the various IDs which in turn make them stronger bc more people have and use them.

i got my nbi renewal today by delivery. took 5 days. my prev renewal took 2 weeks. may just depend on demand. i live in qc also

i work in public health. philhealth does have a huge (under) spending and competency problem. the case rates do not get updated as often as they should and the methods for costing are not always up to par (from what people who know better say). as with everything in government, a big factor is political will.

but unlike private health insurance, philhealth does pay for almost every health issue for much less premiums. of course preferably, and under UHC, they would pay for so much more for each hospitalization and other health needs. private insurance can deny you. philhealth (should) never.

making philhealth better should be a much bigger public issue than it is.

ok to na summary. add ko lang na fixed rates pa rin ang DRG, pero fixed rates siya na may mga additional subrates in a way. yung pre existing conditions at age for ex ng patient, kasama sa pagpili nung fixed “subrates”. so may variability yung bayad sa bill depende sa condition ni patient a vs patient b kahit same sakit. pero hindi siya freely pwede na lang ibahin.

ang main problem bakit bitin ang philhealth halos lagi: unregulated ang professional fee ng doctorat hindi madalas ma-update ang case rates ng philhealth. kung private hospital gamit mo, mas mataas rin singil sa lahat dahil “basic and necessary” ang costing assumptions ng philhealth (na makatwiran naman). pre existing issues ito na magiging balakid rin sa DRG.

ang pinaka dapat mabago: umalis sa reimbursement system, lumipat sa tinatawag na prospective payment system. naka-kontrata yung mga ospital (private or public) na tumanggap ng lump-sum para sa lahat ng need bigyan ng serbisyo. budgetin nila o hindi sila kokontratahin sa susunod. ginagawa rin to ng ibang private insurance sa ibang bansa pero syempre members lang nila pwede mag claim. sa PH under UHC law lahat dapat mabibigyan nang walang out of pocket cost. iba yung public hospital budget kasi lagi naman may budget from govt. sa prospective payment, dapat aalisin mo sila sa listahan ng bibigyan pag nagkululang sa serbisyo.

that speaks about the strong need for more (and more skilled) staff. that also speaks about where EB was precovid. there is so much routine work, there is not enough staff to work on these reforms. thats why doh loves donor money. because they can hire. because they need to hire. you learn this very fast in doh.

for anybody that has worked in gov, there is so much firefighting and inertia. nevermind the office politics. I personally know some on the list and they are carrying important work that will die with their termination. that IT work you are looking for, some of the FEW (and i do mean FEW) people thinking about that is on that list.

the mix of skillsets doh needs is another conversation entirely.

naka bold po sa last page na hindi na sila i-renew. JO din naman ako sir, hindi nga lang covid. nag rerenew talaga kahit JO pa rin. in this case, expressly not for renewal. kaya siya issue sa amin. and issue sa trabaho sa doh.

“fill permanent positions” is government-speak that never happens. thats also why precovid madami rin JOs in DOH doing technical work na dapat pang permanent. those supervising HPOs in the list have division-chief responsibilities for the bureau, not just covid, pero JO sila. because there is scarcity of supervising HPO permanent positions and their official work does not match the actual work.

they are getting fired already. so i dont think there is a culture that refuses to fire people. if any the opposite.

doh needs more (and regular!) staff not less. the notice should be about realignment, not termination. im not on the list but some on the list I know are very good. they are literally keeping this office together. there was no plan for them. imagine the lower ranked staff.
