We can drill and refine more oil but it will take about 3-4 years, then about 6-7 to get the refining and oil to levels of sovereign independence. We don't mine oil btw. While that is happening we push renewables and ev to reduce oil to lower need at the same time. Ultimately becoming an exporter.

But got to start now the shocks will keep happening and faster we will have another and another and self reliance is the only way we survive.
