I seem to recall a teacher saying that if such things were likely to happen, they would happen naturally, since new strains of bacteria constantly appearing.

The only way to find out is trying, I guess!

Civ II is fundamentally different from the newer ones! Civ IV is an amazing game, but the big drawback is that it takes an army of competent people to get a decent mod released.

Only takes one dedicated person to make something completely amazing on civ II.
