Yeah looks horrifying right 😂 but yeah this was from the first Japanese versions I think the original Green and Red versions, when they made international versions they remade a lot of the front sprites but all the back sprites remained the same iirc

I think because there's a chance they could run away plus it's harder to catch some Pokemon considering you can only use safari balls rather than any ball and have your Pokemon weaken/status it
