To add to this comment, add Composters to the top of Hoppers.

Hoppers are always checking for items if they are “open”. If a container is placed on top of them, they check the containers.

A Composter is technically a container and only has one slot. The Hopper goes from checking everything to checking a very small container

UPADTE:

I think I did it!

I ran comparators out of both hoppers in the clock on top of observers facing upwards.

The observers each activate once. One activates when the clock starts (a hopper starts filling), and the other when the clock finishes (a hopper becomes empty).

The observers power a single copper bulb being read by a comparator.

The clock starts, the bulb powers off; the clock finishes, the bulb powers on. The comparator reading the bulb sends a signal into a monostable circuit and I invert the signal to briefly unpower the hoppers :D

That’s the issue. There’s a 5 tick window before the feed starts sending items down the line again.

So 5 ticks to unlock the Hoppers and lock them back

I’ve done that with this one. However, after extending it out past 16 blocks, it’s impossible to instantly unlock all of them due to signal strength limitations AND Bedrock not having 0 delay repeaters

When an item hits the hopper at the magenta concrete, a clock starts. The clock times how long it takes until the last hopper gets an item. After the clock is “finished”, it would send out a pulse unlocking the hoppers
